But I can get a perfectly good running one for $30k and this looks like it needs way more that 15k to restore it. Craaaaaaaaaaack Pipe.

Agreed. I wouldn't may more than $8K for this.
Paint, exhaust, and whatever is going with the interior is going to take some work and cash. Hard to say what condition the motor is in.

If the exhaust was bent and he doesn't have time to deal with the project, what else is bent?!

this is a big no. If you wait long enough you can get a running Elise for ~$25K down here in Texas. I can't believe somebody even ruined this car.
